About the Programme

MDGF Environment & Climate Change

Environment and Climate Change programme titled “Mainstreaming environmental governance: linking local and national action in BiH” is supported through the Millennium Development Goals Achievement Fund, funded by the Spanish government as a contribution to enhance the national ownership of the MDGs achievement, under the UN Reform framework.

The Programme is jointly implemented by United Nations Development Programme/United Nations Volunteers (UNDP/UNV), United Nations Environment Programme (UNEP), Food and Agriculture Organization of the United Nations (FAO) and United Nations Educational, Scientific and Cultural Organization (UNESCO) in partnership with the BiH Ministry of Foreign Trade and Economic Relations, the BiH Ministry of Civil Affairs, the RS Ministry of Civil Engineering and Ecology, the RS Ministry of Agriculture, Forestry and Water-Management, the FBiH Ministry of Ecology and Tourism, the FBiH Ministry of Agriculture, Water-Management and Forestry, the participating municipalities and civil society organizations.

The specific Joint Programme objectives are to:

· Improve local level environmental planning by developing effective participatory environmental methods;

· Enhance management of environmental resources and delivery of environmental services by improving environmental service delivery mechanism, and

· Increase national environmental awareness and action, localizing and achieving the MDGs, by assisting the public institutions to assess the existing legal institutional framework in order to produce the new “road map”.

The proposed joint programme is designed to address and overcome the significant barriers faced in effectively delivering environmental services and management: weak economic management, poor environmental protection. Interventions centre on providing capacity and support for developing Local Environmental Action Plans in partner municipalities providing conditions for implementing local environmental management and service delivery priorities, raising the awareness and national level support for environmental action through an environmental financing, and developing effective systems for capturing environmental data.

The Programme duration is 3 years, with an estimated budget of 5,5 million USD.
